    About the Organization:
    Founded in 1990, Relief International (RI) provides emergency, rehabilitation and development services that empower beneficiaries in the process. RI's programs include health, shelter construction, education, community development, agriculture, food, income-generation, and conflict resolution. RI employs an innovative approach to program design and a high quality of implementation performance in demonstrating deep and lasting impact in reducing human suffering worldwide.

    Background

    RI operations in Iraq comprise two entities to be merged into one commercial entity licensed by the Central Bank of Iraq to conduct MSE lending and microfinance operations. In preparation for the merger, the administrative, financial and risk management functions have been centrally located since 2009.

    About the Job:

    RI is looking for MFI Transformation Manager based in Iraq to oversee the transformation process.

    Tasks and Responsibilities:

    - Coordinate with partners and stakeholders on a transformation diagnostic - a thorough review of institutional readiness (MIS, HR, finance, internal control, governance, risk, management capacity, etc.) for transformation and identify gaps and capacity needs for strengthening;
       
    - Work with short term technical assistance consultants to develop a comprehensive business plan to assess the current situation; identify what needs to be achieved; and propose specific improvements with targets, timetable and persons responsible to effectively complete the merger and transformation, with a focus on integrating recommendations and overseeing their execution as prioritized by the governing committee;
       
    - Establish new corporate governance infrastructure;
       
    - Work with all relevant RI stakeholders to determine and integrate the ideal corporate governance structure for the transformed entity, considering composition of the board, guidelines and practices, structure and committees, interaction with management, training and election of members, oversight of the institution and fiduciary responsibilities;
       
    - In addition, implement incremental improvements to processes and infrastructure into the current operating structure.

    Qualifications:

    - Should be B.A/Sc. in economics, finance or development, or other related field, MBA preferred;
       
    - Strong English and Arabic skills required, additional Kurdish proficiency ideal;
       
    - Experience managing a commercial microfinance entity and/or a transformation process;
       
    - Excellent writing and presentation skills, ability to highlight and explain relevant data required;
       
    - Knowledge of best practice microfinance standards and MSE lending, at least 5 years microfinance experience
