    Job Description :

    The United Nations Development programme (UNDP) and the United Nations Capital Development Fund (UNCDF) in partnership with the Government of the Comoros agreed to implement the Support Programme for Financial Inclusion in the Comoros. Known as PAFIC, this Programme aims to contribute to poverty reduction and to achievement of the Millennium Development Goals (MDGs) by promoting inclusive finance. Its specific objective is to contribute to capacity building of the various stakeholders at the macro, meso and micro levels, with a view to supporting the development of sustainable, quality and diversified financial services that are accessible to low-income populations, especially women, m micro-entrepreneurs and small family farms, and to improving their economic and social status. Thus, the programme strategy will be to support: (i) the improvement of the regulatory and institutional framework including the facilitation process of the designing and implementation of a national microfinance policy, (ii) the establishment and institutional support to the national association of Financial Service Providers, and (iii) the consolidation and professionalization of the IFD, including aspects related to governance, financial transparency, risk management, as well as the strategic partnerships between banks and IFD.

    Under the administrative supervision of the UNDP Comoros Country Director and the technical direction of the UNCDF/FIPA Regional Senior Advisor based in Johannesburg, the position of Chief Technical Advisor (CTA) is to be the senior inclusive finance advisory post for UNDP/UNCDF in the country.

    At the country level, the CTA supervises the management team and provides technical support to the UNDP Microfinance Focal Point. She/he receives technical and policy guidance from the UNCDF/FIPA Regional Senior Advisor and the Project Manager for the Comoros.

    As the senior inclusive finance advisor in the country, She/he shall inform and advise the UNCDF Regional Office for Southern and East Africa on opportunities to launch programmes and to develop relationships with key partners. S/he also receives support and guidance from the Regional Portfolio Management Office, including on disbursements, financial and performance management, organizational issues, business development, resource mobilization strategies and related tools. The International Expert acts as a technical advisor to UNDP in the field of inclusive finance and works in partnership with other organizations of the UN System for policy advice and knowledge management and sharing.

    The CTA shall work in close collaboration with UNDP and ensure that inclusive finance activities are reflected in annual work plans according to the objectives of the Support Programme to the National Microfinance Strategy (PAFIC). She/he develops strong partnerships with other development partners through promoting the comparative advantages of UNCDF and UNDP, especially in the field of financial inclusion, with a view to enhancing opportunities for mobilizing resources for non-core activities.

    Responsabilités :

    The Chief Technical Advisor (CTA) will be responsible for ensuring that the programme PAFIC is implemented in the country. She/he will collaborate closely with UNDP, She / he:

    * provides programme management for PAFIC and support to the regional unit management;
    * provides policy advice strategic leadership, and technical support to effective and innovative strategies for the implementation of the programme, to improve the national strategy and to guide UNDP and UNCDF;
    * applies business development strategy in developing partnerships with the national counterparts (Ministry of Finance, Budget and Women Entrepreneurship, Central Bank, Financial Service Providers, Private sector...) and other development partners including AFD, IFAD and USAID;
    * provides support and inputs to improve portfolio management and planning at national and regional level and contributes to the incorporation of lessons learned from financial inclusion experience in the country;
    * Initiates and supports discussions with donors at the field level and liaise with regional office / HQs for the purpose of funding mobilization / partnership development by attracting other donors to join Investment Committee or to coordinate with the Investment Committee; decisions;
    * provides substantive inputs into Regional Unit Work Plan and UNCDF Business Plan.

    Compétences/qualifications/expérience :

    Education:

    * Masters degree in economics, finance, business or public administration or related field.

    Experience:

    * A minimum 10 years experience in Microfinance (in progressively more responsible positions in microfinance and with experience working with the stakeholders including government and with a sector based-approach) and in depth understanding of microfinance sector;
    * Experience with similar assignments in similar developing countries, preferably in Africa;
    * Demonstrated negotiation and capacity building skills;
    * Hands-on experience in design, monitoring and evaluation of development projects;
    * Excellent computer skills and ability to use information technology as a tool and resource;
    * Previous work experience with UN/UNDP-UNCDF is highly desirable;
    * Demonstrated experience designing or facilitating professional microfinance training;
    * Proven ability to manage diverse and complex tasks;
    * Excellent drafting and presentation skills.

    Language Requirements:


    * Fluency in French. Good knowledge in English required.
