About the Job:
The Program Manager is responsible for direct program management responsibilities for the Village Savings and Loan (VSL) program. Reporting to the Country Director, the Program Manager is responsible for overseeing the daily operations of the VSL program including provision of technical leadership, collaboration with partners, mentoring and supervision of program staff, implementation, and monitoring and evaluation. As a member of the management team, the position also plays a key role in program development, proposal writing, and shaping the overall country program strategy.
Tasks and Responsibilities:
* Program management:
o Oversee all program activities, ensuring that staff are following work plans, that activities are on schedule, and that program deliverables are completed as promised;
- Manage implementation of the VSL program;
- Develop monitoring systems and provide regular reports on program activities for donors as well as for internal learning, the Country Director, and Mercy Corps headquarters;
- As necessary, assist with development, design, and proposal writing for related programming.
* Operations and management:
- Oversee the smooth flowing of routine project operations in compliance with Mercy Corps and donor policies and procedures;
- Provide training, oversight, and support to local staff;
- Ensure effective and transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures.
* Representation and coordination:
o Liaise with local government officials, local NGOs and civil society organizations, local religious leaders and other notables to ensure support for and acceptance of Mercy Corps’ VSL program;
- Maintain close working relationships with donors, other humanitarian and human rights organizations, and local partners, including representing Mercy Corps at local coordination meetings as assigned.
* Other:
- Organizational learning: Responsible for spending 5% of their work time in formal and/or non-formal professional learning activities;
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
- Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
Qualifications:
* A BA/S or equivalent in relevant field; MA/S preferred;
* Minimum 3-5 years’ NGO experience successfully managing programs in the field, preferably in Africa. Experience working in international relief and development. This includes experience living and working overseas and working in remote conditions;
* Must be able to strategically advise staff on program and office activities and security issues;
* Experience training, mentoring, and supervising national staff;
* Experience in the following domains are critical:
o Community-managed microfinance, preferably village savings and loan programs;
o Participatory community development and community mobilization.
* Demonstrated proficiency with the MS Office software (i.e., Word, Excel, PowerPoint) is required;
* Fluent French and English essential; Sango a plus;
* Proven experience working effectively and respectfully with host country government, NGO, and CBO representatives;
* Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary;
* Commitment to working with community members to make concrete improvements to their livelihoods and living
